Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal This convention is often referred to as the "Basel Convention" and was scheduled for March 22, 1989 in Basel, Switzerland. On March 22, 1990, the Chinese representative signed the Convention. On September 4, 1991, the Standing Committee of the National People's Congress decided to ratify the Convention; the President of the State ratified the Convention. The Convention entered into force on May 5, 1992. On May 20, China notified the Secretariat of the Basel Convention that the competent authority for the implementation of the Convention in China was the State Environmental Protection Administration. On August 20 of the same year, the convention entered into force for China.
