In recent years, with the development of smart cards and the promotion of mobile payment, SIM cards and bank cards have gradually entered the field of integrated transportation, and the public transportation card industry is facing fierce competition. The construction of the TSM platform of the public transportation card is conducive to the expansion of mobile payment value-added services by the card operators, and can be used to achieve air card issuance, improve the service quality of the card system, and enhance the competitiveness of the public transportation card-related enterprises. This paper studies the construction of TSM platform of public transportation card, builds the system architecture of the platform, and designs the process structure of each module of the platform. The platform mainly includes three modules: business management system, inventory management system and air distribution system. The construction scheme of the public transportation card TSM platform designed in this paper has been applied to the card system of Guangdong Province and has achieved good application results.
1 Introduction
The public transportation card system is a card information management system built by local governments to improve the urban traffic operation rate and facilitate the travel of the citizens. The construction of the urban public transportation card system in China began in the 1990s, and more than 440 cities have been established. Different scale IC card charging systems. Although China's public transportation card has developed rapidly and has a wide range of coverage, with the development of mobile Internet, online payment methods such as mobile payment and financial IC payment are on the rise. Mobile payment by communication operators and “paying†by UnionPay "And third-party payment methods such as Alipay and Tenpay have brought great convenience to the public life, and also brought great challenges to the development of the public transportation card. In order to actively respond to the competition of other industry players, expand the mobile payment business, and improve the public transportation card service system, it has become an inevitable trend of the future development of the public transportation card.
The construction of the TSM platform is one of the important links to improve the bus transportation card service and carry out the card payment business. Launching an emerging business model around the TSM platform will bring the public transport card operators into the O2O and online services sectors and expand the mobile payment business. At present, the TSM platform is mainly used in the mobile communication and financial industries, and the construction of the TSM platform for public transportation in China is still in its infancy and needs further study.
2 Development and application of TSM
With the development of smart cards and the continuous advancement of mobile payment services, the demand for multi-purpose, data security and air card issuance has become more and more popular. TSM (Trusted Service Manager) trusted service management platform has emerged. The TSM platform is a system that implements space management, air card issuance and application access to SE security modules by using one-card multi-purpose technology. The emergence of the TSM platform has effectively improved the shortcomings of the traditional physical card type, inconvenient to carry, and low security.
Domestic and foreign scholars have conducted in-depth research on TSM [1, 2, 3], of which the European Payments Committee was released in October 2010.
"Mobile contactless payment service management functions requirements and norms", since then, various payment companies in Europe and the United States have tried to build a TSM platform [4]. In December 2012, China officially promulgated the “Technical Specification for China's Financial Mobile Payment Trusted Service Managementâ€, which indicates that China's TSM development has entered the actual stage of construction and operation from the research stage [5]. At the end of 2013, the MTPS (Mobile Payment Security Trusted Public Service Platform) built by the People's Bank of China was officially put into operation. The TSM systems of 15 institutions including ICBC, China Construction Bank and China Mobile have been successively put into trial operation [6]. Most of the research is carried out around the financial and communication industries, and the transportation service is also an important application direction of the TSM platform. The construction of the TSM platform of the public transportation card is of great significance for improving the card service and carrying out the mobile service.

The construction of the TSM platform for the public transportation card is conducive to promoting the model innovation and business development of the card in the field of mobile payment, providing a platform foundation for improving the card business service and expanding other payment fields, thereby realizing mutual benefit and win-win for each business.
In summary, this paper focuses on the construction of the TSM platform of the public transportation card, and designs the system architecture and functional modules of the platform to provide a basis for the development of the public transportation card industry and the improvement of service quality.
3 Construction of TSM platform for public transportation card
3.1 platform system architecture
The system architecture of the public transportation card TSM platform is shown in Figure 1. The platform construction can be divided into business management system, inventory management system and air distribution system. The main responsibilities of the business management system include partner management, application management, application quota management, report statistics, etc. The inventory management system mainly carries out the processing functions of the card processing and inventory management, inventory monitoring and inventory statistics; Authorization, terminal identity authentication, card data selection, SSD key replacement, application personalization and subscription functions.

3.2 Business Management System
The business management system includes basic information management, production plan management, quota management, statistics and reporting, and system management. The basic information management includes product specification management, partner information management, terminal specification management, and card issuance rate management. The process of production planning management involves the card issuing data file generated by the card issuing institution to the card issuing institution to the importing card issuing institution; the quota management is mainly used for the card business personnel with the corresponding authority to manage the purchase of each app in the application quota management module. The amount of information mainly includes quota purchase, quota inquiry, quota purchase review and quota summarization; statistics and report function provides product specification card issue statistics and application party card issue statistics. 3.3 Inventory Management System
The inventory management system carries the inbound and outbound management functions of the card-making data package. The inventory management system imports the application card data package (file or FTP method) generated by the card issuer card production system into the database (inbound); in the application release phase, the air distribution system queries the inventory management system and applies for available card data. (out of the library). The warehousing refers to the card-making data package generated by the card-issuing card production system and is imported into the card TSM platform side database; the out-of-stock refers to the air distribution system inquiring to the inventory management system and applying for available card-making data during the application issuance phase. The inventory management system is responsible for configuring, monitoring, and counting inventory.
Inventory management mainly involves two steps of application data storage and delivery. The following describes the business processes of these two links.
The process of data warehousing is shown in Figure 3. The card issuing institution returns the card making data file generated by the card issuing card to the card, and the card business personnel log in to the inventory management system and import the card making data; the business personnel with the warehousing audit log in to the inventory management system to treat The card-making data is checked into the warehouse. After the approval, the card-making data is officially put into storage.

The data outbound process is shown in Figure 4. The data outbound occurs in the application personalization script generation phase. That is, the card TSM application issuance system will apply for a card application data to the card TSM inventory system after completing the card SSD (Bus Card Side Auxiliary Security Domain) key update, and use it to establish a card SSD with SE (Secure Component). The secure channel personalizes the application data to the SE. When the card inventory system provides a usable application data to the issuance system, the inventory system records information such as the terminal model and SEID (secure element ID) using the application data, and configures the status of the application data as "outbound". ".

3.4 Air Distribution System
The one-card TSM platform air distribution system can complete the air distribution work of the SE card application on the cooperation of the partner TSM and SEI (Secure Component Provider) platform (such as the Xiaomi platform). The SEI platform mainly completes the installation preparation phase; the partner TSM completes the SSD creation (and SSD initial key filling), application download and installation; the one-card TSM platform completes the final SSD key replacement, application personalization and service ordering/ Unsubscribe.
In addition to completing the related work in the personalization phase, the one-card TSM platform will request the one-card TSM platform for qualification review and product inquiry when the user applies for a business order to the partner TSM through the terminal UI application. The specific process of the air distribution system is shown in Figure 5:

The air distribution system process mainly includes the release preparation phase, the release phase and the personalization phase. The release preparation phase is as follows:
1. The terminal application calls the card plug-in to request a list of available products from the card TSM, carrying the pre-charge amount and the current location of the user;
2. The one-card TSM returns to the terminal application through the plug-in according to the list of available products for sending information;
3. The user selects a product on the terminal application interface and initiates a purchase;
4. The terminal application invokes the partner plug-in to initiate an order application to the partner TSM;
5. After the partner TSM conducts the qualification review, it initiates an inventory application to the card TSM;
6. One-card TSM check and application side cooperation status, equipment can be qualified for inspection, inventory available inspection product information query and return product information details to partner TSM;
7. The partner TSM generates an order and returns the order information to the terminal application through the partner plug-in;
8. The terminal application invokes the payment plugin to complete the order payment;
9. The terminal application invokes the partner plug-in to query the partner TSM for the order payment result;
10. The terminal application initiates an installation preparation request to the SEI platform, and the application installation preparation work is completed by the interaction between the SEI platform and the partner platform, and the installation preparation result is returned to the terminal application (the process varies according to different SEIs); During the preparation process, the partner TSM platform will request inventory withdrawal from the card platform.
The release phase is as follows:
11. The terminal application invokes the partner plug-in to initiate an application issuance request to the partner TSM platform;
12. The partner TSM platform transparently transmits the application through the partner plug-in, including: card SSD creation, initial key filling, card application download and installation, etc.
13. After the partner TSM platform completes the application release work, it issues an “application installation complete†notification to the one-card TSM platform, and returns the application release result to the terminal application through the partner plug-in;
The personalization stage is as follows:
14. The terminal application invokes the one-card terminal plug-in to initiate an application personalization application to the one-card TSM platform (in the application, whether the personalized order status is completed after the personalization is completed);
15. All-in-one TSM will perform the processing of the previously locked inventory data, and organize the personalized scripts and ordering instructions to be delivered to the Applet through the terminal plug-in channel;
16. After the card TSM completes the personalization, it sends an asynchronous request to the partner TSM to "notify the application personalization" response;
17. The one-card TSM returns the personalized success to the terminal application through the one-card terminal plug-in.
